Health plans say that the interest rate provisions , however , because they are misleading and do not tell the whole story.

They believe that when considering other factors , such as Medicare cuts due to budget sequestration and reducing subsidies for health insurance and health tax law, Medicare Advantage plans   actually see more than 6% annual reduction . And they say there will be more rate cuts next year if adopted by the Government.

"There are a circle of payment cuts would be devastating ... the elderly and disabled , choose to participate in Medicare Advantage for better benefits and   higher quality coverage provided by these programs , " Karen said , Ine Jani CEO of the trade group , America's Health Insurance Plans .
